Executive Order 14257

Overview of Executive Order 14257:

Reciprocal Tariffs Implementation:

  • An additional ad valorem duty of 10% has been imposed on all imports from all trading partners, with country-specific adjustments as detailed in Annex I of the order. This measure is intended to enforce reciprocity in international trade relations and is applicable to goods entered for consumption from April 5, 2025.

Specific Provisions and Exemptions:

  • Goods loaded onto a vessel and in transit before April 5, 2025, and entered for consumption after this date are not subject to the new tariffs.
  • There are exemptions for specific products and scenarios detailed in Annex II, which include certain critical minerals, pharmaceuticals, and specific goods that support humanitarian efforts.

Strategic Trade Zones and Duties:

  • Foreign Trade Zones (FTZs) will now require that goods of specific origins, particularly those affected by new tariffs, be admitted under “privileged foreign status”. This classification ensures that duties are applied at the rate effective at the time of admission, affecting strategic planning around FTZ use.

Impact on Business Operations:

  • The new tariff measures will likely lead to increased customs clearance times and higher administrative costs for shipments.
  • Companies engaging in e-commerce or reliant on small parcel shipments previously benefiting from de minimis exemptions will need to reassess their cost structures and compliance processes.

Update April 09 2025 – Washington DC

President Trump on Wednesday said he would halt implementation of his reciprocal tariffs for the next 90 days, citing new talks with foreign nations on trade, meaning the tariff on goods from all countries into the US would be 10%.

President Trump said his break did not include China, announcing he would instead raise tariffs on its exports to 125 percent after Beijing announced a new round of retaliation.
